Retailer Field Note: Compliance Is Not the Same as Illicit Supply
Independent Vape Retailers Network asks policy makers to distinguish trained small retailers from unlicensed sellers before the next Bill 208 step.
What lawful stores can prove
Alberta’s rules page lists fines for selling to minors, failing to check identification for anyone who appears under 25, displaying products, advertising, and selling in prohibited locations, according to Alberta rules and enforcement. Those rules create a paper trail that unlicensed sellers do not have.
What retailers should be asked for
Those records help separate compliance questions from illegal-channel questions.
The small-business ask
AGLC says contraband tobacco avoids stamping, taxes, and regulatory controls on its contraband information page. Independent retailers should not be regulated as if they are the same problem as sellers who avoid the system entirely.
