Small Retailers Are Not the Contraband Network

Independent Vape Retailers Network says Alberta should distinguish compliant storefronts from illegal supply chains before Bill 208 advances.

What the enforcement record shows

AGLC reported that its Tobacco Enforcement Unit and partners led more than 39 investigations in Alberta in the first half of 2026, seizing more than 225,000 cartons, or 45 million cigarettes, with a $41 million retail value and $13.5 million in provincial tax avoidance.

What small retailers can do that illicit sellers cannot

  • Check government-issued ID.
  • Display required age signs.
  • Keep invoices and product records.
  • Respond to inspectors.
  • Refuse sales and document staff training.

The hearing question

Alberta enforcement rules already set fines for selling or giving tobacco or vaping products to minors. Bill 208 should not punish the visible, inspectable channel while leaving unlicensed sellers with more room to operate.
