Small Retailers Need a Source-of-Access Report

Independent Vape Retailers Network says small businesses should not be blamed until Alberta shows where youth and illegal products are actually coming from.

The small-business concern

Independent retailers can check ID, refuse sales, maintain invoices, follow display rules, and respond to inspectors. Anonymous online sellers, informal resellers, and contraband networks do not have the same storefront accountability.

The enforcement news points elsewhere

Heartland News reported that Westlock RCMP seized more than 29.5 million unstamped cigarettes valued at just over $30 million, with nearly $10 million in unpaid taxes. the RCMP also reported a Calgary and Airdrie investigation with more than $3 million in contraband tobacco and 36 charges.

What retailers want measured

  • Failed age-check inspections by channel.
  • Online and informal youth-source pathways.
  • Repeat offenders and penalties.
  • Contraband product categories and geography.
  • Whether licensed vape shops are the source or the visible scapegoat.
