The Front Counter Is Not the Black Market

Independent retailers draw a clean line between trained legal retail and sellers that avoid tax, ID checks, and inspection.

A distinction worth defending

Alberta rules require 18+ access controls and penalties can apply where a retailer sells to a person who appears under 25 without checking ID, according to Alberta rules and enforcement. That legal front counter is not the same thing as a seller operating outside the system.

  • Complaint notes for suspected illegal sellers.
